Tottenham are closing in on a deal to sign Atletico Madrid midfielder Conor Gallagher after outbidding Aston Villa, according to David Ornstein.

The England star looked to be on his way to Birmingham after Aston Villa managed to reportedly reach a verbal agreement with Atletico Madrid over a loan deal with a permanent element.

Unai Emery has been chasing Gallagher for some time and previously requested that he be included in a deal when Chelsea explored the signing of former Villa striker Jhon Duran.

At the time, the deal did not materialise, and Villa now once again look set to miss out on the 25-year-old's signature. David Ornstein of The Athletic reports that Tottenham are closing in on an agreement to sign him.

Spurs have made a €40 million bid for Gallagher, which is significantly more appealing to Atleti than Villa's loan proposal. The player is said to be keen on the move as well.

It remains to be seen how Villa respond to this twist. Given their recent issues with UEFA and Premier League financial regulations, they may just have to accept defeat.

Ornstein appears to have confirmed as much by stating that Villa are keen to maintain financial discipline. He also disputes that there was ever an agreement with Atleti or Gallagher in the first place.

Despite Tottenham's poor form, Gallagher is ready to make the move to North London. With Rodrigo Bentancur set to be sidelined through injury, the former Chelsea man is likely to become a guaranteed starter.

This is crucial for Gallagher as he is determined to be part of England's World Cup squad. Staying at Atleti, where he failed to nail down a starting spot, would have massively jeopardised his chances of making Thomas Tuchel's squad.
