Just what the hell is going on with Man City's 115 charges?!

Today Chelsea have been charged with 74 rule breaches regarding the FA's regulations on payments to agents, intermediaries and third party investment and it has caused a lot of people to ask... what about Man City?

It was two years ago now that Man City were charged with 115 breaches of financial rules by the Premier League. Yet here we are in 2025 and still nothing has happened. So the question simply has to be asked; what the hell is going on?!

Man City were charged in February 2023 with 115 breaches of Premier League's financial rules. These charges span a period of nine years between 2009 and 2018, a period in which City won the Premier League three separate times, once each under Roberto Mancini, Manuel Pellegrini and Pep Guardiola.

Man City's 115 charges

Man City's 115 charges are broken down thusly:

-54 counts of failing to provide accurate financial information

-14 counts of failing to provide accurate details for player and manager payments

-5 counts of failing to comply with UEFA's FFP rules

-7 counts of breaching Premier League PSR rules

-35 counts of failing to co-operate with the Premier League's investigations

The trial started in September 2024 and lasted for 10 weeks, and early in 2025 City manager Pep Guardiola said the club expected to learn the verdict within a month. However we are now one year since the trial began and have still heard nothing.

So the answer is... we're still waiting for an answer!

And with City reaching a settlement with the Premier League in a separate matter, it is reasonable for fans to question exactly what the hell is going on with these 115 charges? They've been great fun for social media banter, but will there be actual repercussions?

Man City are unlikely to have titles stripped from them, but would points deductions be too far out of the realm of possibility? How about relegation? A firesale of that stacked City squad would be fun!

But there's no sense getting excited, because a resolution is unlikely to come. The initial decision was supposedly delayed until summer 2025 so as not to be disruptive to the Premier League season, but 2025/26 has begun now, so are we stuck waiting until summer 2026 for an answer? But what if the World Cup delays that announcement? 2027???

The swiftness with which the Premier League moved to sanction Everton for their financial impropriety has left many fans frustrated that Man City has escaped such immediate justice and, on the face of things, they might escape justice altogether.

Man City reach settlement with the Premier League

On September 8 of this year, Man City and the Premier League reached a settlement over their dispute regarding the rules for Associated Party Transactions (APTs).

These are rules that make sure deals done between clubs and entities that are linked to their ownership are done at fair value so as not to artificially inflate worth. City's complaint was that the Premier League treated shareholder loans.

That case was set to go to trial in October 2025, but the settlement now prevents that from happening with both Man City and the Premier League releasing statements.

City's statement reads as follows:

"The Premier League and Manchester City FC have reached a settlement in relation to the arbitration commenced by the club earlier this year concerning the Premier League’s Associated Party Transaction (APT) Rules and as a result the parties have agreed to terminate the proceedings.

This settlement brings an end to the dispute between the parties regarding the APT Rules. As part of the settlement, Manchester City accepts that the current APT Rules are valid and binding.

It has been agreed that neither the Premier League nor the club will be making any further comment about the matter."
